NUGSE M.Sc. in Educational Leadership: 

School Education; Higher Education; Inclusive Education


The Nazarbayev University Graduate School of Education (NUGSE) is proud to offer three M.Sc. in Educational Leadership programs: School Education, Higher Education, and Inclusive Education. 


Each NUGSE M.Sc. in Educational Leadership program is designed to provide working education professionals with the skills, knowledge and capacities necessary to lead for change within their work institutions, their professional communities, and the larger society. More specifically, students will develop in-depth understanding of the national and international educational issues and debates relevant to their field of study, strategies for leadership and change management, and methodological approaches appropriate for researching educational topics important to both Kazakhstan and other international contexts.  


The M.Sc. in Educational Leadership programs are designed for individuals working in universities, schools, pedagogical institutes, the Ministry of Education and Science, and other related institutions, such as NGOs and development organizations.


NUGSE M.Sc. in Educational Leadership graduates will join a growing community of educators and scholars in Kazakhstan and elsewhere with enhanced capacity to:


Understand key educational trends, theories, issues and debates for education reform in national, regional and international contexts;

Analyze educational reform policies, their contexts, and their significance at institutional, national and international levels;

Apply program learning directly to their work in their home institutions;

Design and conduct a rigorous research project on an important national education topic of their choice;

Develop strategies for leading and managing change in their workplace; 

Work collaboratively and productively in multilingual, multicultural contexts;

Develop the capacity to participate in professional and academic discussions and debates on education reform both within Kazakhstan and in other international and national contexts.


Combining intensive 10-day on-campus sessions with online learning experiences, the NUGSE M.Sc. in Educational Leadership provides a high quality, international-standard, research-based Master’s program that: (a) is convenient for working professionals seeking higher qualifications; (b) provides students with theoretical and practical expertise with direct application to their professional lives; and (c) positions students with the strong foundation in the field of education and the research skills necessary for future Doctoral–level work or other career opportunities, such as in an educational ministry or education research institution.

M.Sc. in Educational Leadership: School Education

This program is designed for administrators, teachers, and specialists in assessment, curriculum and pedagogy working in schools or related institutions.


Students will develop a strong foundation in theory and practice in such core classes as Educational Leadership for schools and Educational Context and Reform in Kazakhstan. Students will also choose from such electives as Professional Identity, Comparative and International Education, and Education Policy Analysis and Development.


As with all three M.Sc. programs, students in the M.Sc. in Educational Leadership: School Education program will develop strong quantitative and qualitative research skills, enabling them to contribute to evidence-based decision-making within their institutions and across the education system. 


The graduates of the M.Sc. School Education specialization will develop the capacity to make important contributions within schools, education ministry institutions, development agencies, NGOs, think tanks and universities. 


M.Sc. in Educational Leadership: Higher Education

This program provides policymakers, administrators, researchers, and faculty members working in universities and related institutions with the knowledge and skills required to lead for change within their institutions, their professions and the wider society.


In addition to core courses in Educational Leadership and Educational Context and Reform in Kazakhstan, students can choose from elective courses such as Organization and Governance in Higher Education, Higher Education Finance, and Globalization and Higher Education. 


The program provides students with rigorous training in quantitative and qualitative research methods, equipping students with skills for using research to analyze and evaluate current and future reforms of higher education in Kazakhstan and in international contexts. Drawing on these research skills, students will undertake an independent research project on an important higher education topic of their choice.


The graduates of the M.Sc. Higher Education specialization have a wide choice of career options, including further doctoral study, work with government departments, development agencies, NGOs, think tanks and universities. 


M.Sc. in Educational Leadership: Inclusive Education 


Inclusive Education is a policy approach that recognizes and acknowledges the diversity of students at all levels of education: pre-school, primary, secondary, tertiary, and lifelong learning throughout adulthood. 


Inclusive Education requires informed, strategic, and transformational leaders who will support the achievement and excellence of all students, and work actively and proactively to achieve that success. These are the educational leaders we educate in the M.Sc. in Educational Leadership: Inclusive Education program at NUGSE.


Students will combine core courses in Educational Leadership and Educational Context and Reform in Kazakhstan with electives, such as Theories of Inclusive Education, Inclusive Education Policy Perspectives, and Psychology and Special Education Needs. Through this coursework, students will learn to theorize about inclusion and develop professional skills in identifying and addressing barriers to inclusion in education and in the broader society. They will explore key models and perspectives of inclusion globally and apply them to the emerging Kazakhstan inclusive education model. 


Students will also develop the quantitative and qualitative research skills that will enable them to conduct an independent research project on an important topic in inclusive education.


The graduates of the M.Sc. Inclusive Education specialization will be prepared for further doctoral study and careers in education ministries and other government institutions, development agencies, NGOs, think tanks and universities.
