Meeting of the Consultative Group of Experts in the field of TVET
As part of the Project “Development of Strategic Directions for Education Reforms in Kazakhstan for 2015–2020”, the first meeting of the Consultative Group on TVET was held on April 7, 2015 at the Nazarbayev University Graduate School of Education which brought together a team of national experts and Vladimir Gasskov, an international expert in TVET (Switzerland). This year the research in the field of TVET focuses on recently implemented national qualifications frameworks and overall performance assessment of new frames in the field of TVET. The Consultative group of national experts in the field of TVET consists of heads of relevant departments of the Ministry of Education and Science of the Republic of Kazakhstan, representatives of the Department of Labor and Social Cooperation of the Ministry of Health and Social Development of the Republic of Kazakhstan, socio-economic sectors of the Office of the Prime Minister of the Republic of Kazakhstan, heads of JSC “Republic Scientific and Methodological Centre for Development of Technical and Vocational Education and Assigning Qualifications”, representatives of the project management group “Modernization of technical and vocational education” of the World Bank and the National Chamber of Entrepreneurs of Kazakhstan “Atameken”, representatives of the administration group from the Graduate School of Education. The meeting discussed the main issues of implementation and improvement of national qualifications frameworks that have been developed with the participation of representatives of these organizations. During the work of the Consultative Group the needs analysis of the implementation process of national qualifications framework and the efficiency of application of professional standards for TVET in Kazakhstan were discussed. The discussion on the improvement of national qualifications framework for TVET has identified the need to develop guidelines for the establishment of qualifications in the field of TVET based on the National Qualifications Framework. Increased interest for discussion raised questions of influence of the existing National Qualifications Framework of TVET on legislative and regulatory documents, national qualifiers, national tariff and pension system, as well as the appropriate procedures applied by the Ministry of Health and Social Development of the Republic of Kazakhstan and the Ministry of Education and Science of the Republic of Kazakhstan. Participants of the Consultative Group identified the main areas of research for the current year, discussed the organization of work and the roles of international and national experts and considered the schedule and perspectives for the collaboration for this year. The next meeting of the Consultative Group is scheduled for October 2015.
